Dear IBS 2002 participants Welcome to Surabaya, at EEPIS ITS Campus First of all, I would like to extend my sincere gratitude to all of you, especially the participants of IBS 2002. The main challenge and problem of Indonesia's Universities faced now are the capacity of providing contribution in science development also application, which enables and upgrade economic value added (commercial value). Besides that, currently we are witnessing the era of technological advancement thru times that we've never been experienced in the entire history of human kind. In education cycle times, generally there's three-four years for under graduating program diploma and respectively, while technological changes happen during that period -since it's cycle times less than the educational cycle. Industrial development is also shifting from mess production to flexible production. The consequences are requiring more creativity, innovation and teamwork from university and industrial society. To response such challenges, what we have to do minimally is to improve an academic atmosphere in each university and build a real network between university and industry. IBS 2002 is a part of an effort to enhance the academic atmosphere that also build the real network by sharing ideas and experiences of the development and science application agent. Paper that you have presented is a serious and long research activity that you have innovated. For us, the committee of IBS 2002, it is a part of our own happiness, because this kind of activity will enable to become environmental pressure then support and improve the academic quality atmosphere in EEPIS. Finally, we would like to say Have a great Seminar!! (Selamat Berseminar!!). Muhammad Nuh EEPIS Director Foreword (2) Dear Friends, On behalf of Japan International Cooperation Agency (JICA), I would like to offer our congratulations on the successful implementation of Industrial Electronic Seminar 2002 (IBS 2002), October 19 2002. It is highly appreciated that the Electronic Engineering Polytechnic Institute of Surabaya (EEPIS) has taken initiative, organized and managed it very well. Since the seminar is conducted while the JICA-EEPIS 1 st International Training Course on Information Technology Education Methodology (ITCIT 2002) is held for one month, we are able to share the valuable opportunities with foreign participants. We have 14 of them from 9 countries, namely, Ethiopia, Kenya, Tanzania, Zambia, East Timor, Fiji, Lao PDR, Nepal and Uzbekistan. We sincerely welcome these guests. JICA is very proud of having been in cooperation with Ministry of National Education since 1987 from the preparatory stage for the establishment of EEPIS-ITS and having built it up to become the best polytechnic in the electric related field in the country. JICA's technical cooperation project with EEPIS-ITS in this stage, Strengthening of Polytechnic Education in Electric-related Technology (SPEET) has been implemented since October 1 st, 1999. The program has two target areas. The one is to establish Diploma 4 courses which educate the youth to become polytechnic teachers in the field of Electrical, Electronic, Telecommunication and Information Technology. Another is to establish new Information Technology Department (Diploma 3) to train highly skilful technicians in these fields for the industrial circles. To achieve them, JICA is extending technical and academic cooperation to the EEPIS, dispatching Japanese lecturers from Japanese Universities and Colleges of Technology and receiving EEPIS staff for training in Japan. In the framework of this cooperation, we would like to contribute to the promotion of the academic activities in the higher education institutes in the country and to expand the network among Universities and Polytechnic in Indonesia and worldwide.
